Delhi High Court Begins Suo Motu PIL on Stray Dog Management
The Delhi High Court has initiated a suo motu Public Interest Litigation (PIL) to oversee the implementation of directions issued by the Supreme Court concerning the management of stray dogs in Delhi. The Court's intervention comes amid growing concerns over frequent dog-bite incidents and public safety issues across the city.
Taking note of the increasing number of complaints from residents, the High Court observed that the issue has become a matter of serious concern affecting the daily lives of citizens. The Bench emphasized that authorities must ensure effective compliance with the Supreme Court's directives relating to the removal and management of stray dogs in sensitive public areas.
During the proceedings, the Court remarked that the "common man is really troubled" by the situation and highlighted the need for coordinated action by civic and government authorities. The Court subsequently directed the Delhi Government and the Municipal Corporation of Delhi (MCD) to file a comprehensive report detailing the measures taken to implement the Supreme Court's orders.
The PIL seeks to monitor compliance with directions relating to the management of stray dogs around public institutions and high-footfall areas, including hospitals, educational institutions, railway stations, and bus terminals. The Court indicated that it would continue to supervise the matter to ensure that public safety concerns are addressed while adhering to applicable legal and welfare standards.
The proceedings arise against the backdrop of earlier Supreme Court interventions addressing stray dog attacks and rabies-related concerns in the Delhi-NCR region. The apex court had directed authorities to take concrete steps for managing stray dog populations and preventing risks to public safety.
With the registration of the suo motu PIL, the Delhi High Court has signaled a more active judicial role in monitoring administrative compliance and ensuring that measures aimed at balancing public safety and animal welfare are effectively implemented.
