The Delhi government is preparing to distribute QR-enabled smart property cards to thousands of residents in Lal Dora and Abadi villages under the Centre's SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) scheme. The initiative follows the completion of detailed property surveys and digital verification exercises across multiple villages in the National Capital Territory.
The smart property cards will contain digitally authenticated ownership information and QR codes that can be scanned to verify property details. The move is intended to provide a reliable digital identity for properties located in traditionally unregulated or semi-regulated village areas where ownership records have often been fragmented or difficult to verify.
Lal Dora areas, historically exempt from certain building regulations and characterized by complex land ownership patterns, have long faced challenges relating to title verification, property transfers, inheritance disputes, and access to institutional finance. By introducing digitally verified records, the government aims to bring greater transparency and certainty to property ownership.
Officials have stated that the smart cards will serve as official proof of ownership, making it easier for property holders to undertake transactions, obtain loans, and establish ownership rights before public authorities and financial institutions.
The initiative forms part of the broader SVAMITVA scheme, which seeks to modernize land records through technological mapping and digital documentation. The programme is expected to reduce litigation arising from ownership disputes while enhancing administrative efficiency in land governance.
Legal experts note that although the cards strengthen documentary evidence of ownership, property rights may still remain subject to existing laws, court orders, revenue records, and statutory requirements governing land and property transactions.
The rollout marks another step in India's ongoing efforts to digitize land administration and improve legal certainty in property ownership through technology-driven governance reforms.
